Saolta, the Global Citizenship Education (GCE) Strategic Partnership Programme for the Adult and Community Education (ACE) sector in Ireland, funded by Irish Aid, is inviting quotations from experienced consultants to conduct a Mid-Term Review of our programme.
Scope of Work: The consultant will undertake the following tasks:
- Review Saolta’s performance (Jan 2024 – Oct 2025) against its Results Framework and Irish Aid’s GCE Strategy.
- Assess programme effectiveness, efficiency, relevance, coherence, impact, and sustainability.
- Identify strategic priorities for 2025–26 and propose an updated Results Framework for 2026–27.
Consultancy Duration: Sept–Nov 2025
Budget: Up to €3,000 (including VAT)

Interested consultants are invited to submit the following:
- Cover letter (max. 1 page) indicating also availability during the proposed review timeframe.
- Technical proposal (maximum 1,200 words) highlighting the consultant’s understanding of the proposal and its objectives, the proposed methodology/timeline and work-plan.
- Financial proposal providing detailed cost estimate including daily rates for consultant(s) and VAT. (Maximum budget available is €3,000)
- Up to date CV(s) which include name, telephone number and email address of consultant(s).
- Examples of two relevant similar projects, including references that can be contacted as part of the selection process (following your approval).
